Joint statement by the delegations of Azerbaijan, Bangladesh, Belarus, Benin,
Bosnia and Herzegovina, Canada, Egypt, Georgia, Guatemala, Jamaica,
Kazakhstan, Mongolia, Nauru, Pakistan, Qatar, the Republic of Moldova, the
Russian Federation, Saudi Arabia, the Sudan, the Syrian Arab Republic,
Tajikistan, Timor-Leste, Ukraine, the United Arab Emirates and the United
States of America on the seventieth anniversary of the Great Famine of
1932-1933 in Ukraine (Holodomor)
In the former Soviet Union millions of men, women and children fell victims
to the cruel actions and policies of the totalitarian regime. The Great Famine of
1932-1933 in Ukraine (Holodomor), which took from 7 million to 10 million
innocent lives and became a national tragedy for the Ukrainian people. In this regard
we note activities in observance of the seventieth anniversary of this Famine, in
particular organized by the Government of Ukraine.
Honouring the seventieth anniversary of the Ukrainian tragedy, we also
commemorate the memory of millions of Russians, Kazakhs and representatives of
other nationalities who died of starvation in the Volga River region, Northern
Caucasus, Kazakhstan and in other parts of the former Soviet Union, as a result of
civil war and forced collectivization, leaving deep scars in the consciousness of
future generations.
Expressing sympathy to the victims of the Great Famine, we call upon all
Member States, the United Nations and its special agencies, international and
regional organizations, as well as non-governmental organizations, foundations and
associations to pay tribute to the memory of those who perished during that tragic
period of history.
Recognizing the importance of raising public awareness on the tragic events in
the history of mankind for their prevention in future, we deplore the acts and
policies that brought about mass starvation and death of millions of people. We do
not want to settle scores with the past, it could not be changed, but we are convinced
that exposing violations of human rights, preserving historical records and restoring
the dignity of victims through acknowledgement of their suffering, will guide future
societies and help to avoid similar catastrophes in the future. We need that as many
people as possible learn about this tragedy and consider that this knowledge will
strengthen effectiveness of the rule of law and enhance respect for human rights and
fundamental freedoms.

honour to transmit herewith the statement on the seventieth anniversary of the Great
Famine of 1932-1933 in Ukraine (Holodomor).

APPELLO PER UNA COMMEMORAZIONE PUBBLICA DELL’HOLODOMOR
Bologna, Piazza San Francesco, 26 novembre 2022 – ore 17
Il 24 febbraio 2022 l’esercito russo inizia l’invasione dell’Ucraina. Poche ore prima Putin descrive l’Ucraina come “i territori che ora si definiscono ucraini”. Già il 21 febbraio aveva ribadito che l’Ucraina sarebbe un’invenzione di Lenin e che Krusciov nel 1954 avrebbe ceduto alla Repubblica Socialista Sovietica di Ucraina la Crimea come compensazione post bellica.
L’azione dell’esercito russo è infatti orientata all’annientamento del Paese invaso e alla sostituzione del governo democraticamente eletto con uno sottomesso al regime del Cremlino.
Il sentimento nazionale e l’identità ucraini sono antichi, precedono la Russia zarista e si manifestano con tutta la loro forza nell’eroica resistenza del popolo ucraino.
All’inizio degli anni 30 Stalin impose la collettivizzazione delle aziende agricole e la requisizione dei raccolti. Chi si fosse opposto alla requisizione dei prodotti agricoli sarebbe stato condannato alla reclusione, alla deportazione o alla morte. La carestia conseguente e le misure repressive del governo produssero in Ucraina circa 4 milioni di morti..
Nel 2003 Russia e Stati Uniti firmarono una dichiarazione congiunta di condanna di quei fatti:
Nell’ex Unione Sovietica milioni di uomini, donne e bambini furono vittime delle crudeli azioni e politiche del regime totalitario. La Grande Carestia del 1932-1933 in Ucraina (Holodomor), causò la morte di milioni di vite innocenti […]
Il 23 ottobre 2008 anche il Parlamento Europeo riconobbe il genocidio, definendo l’Holodomor “spaventoso crimine contro il popolo ucraino e contro l’umanità”.
Vogliamo ricordare quella immane tragedia perpetrata da uomini contro altri uomini; vogliamo manifestare al popolo ucraino la nostra vicinanza e solidarietà; vogliamo ricordare alla società civile italiana ed europea, ai partiti politici, alle associazioni che il diritto alla vita e alla libertà di quel popolo è di nuovo minacciato dal regime totalitario che siede al Cremlino; vogliamo invitare società civile e organizzazioni politiche a unirsi in difesa della libertà e della democrazia, fondamenti della nostra Costituzione e dell’Unione Europea.
Invitiamo tutti ad aderire alla giornata di commemorazione dell’Holodomor in memoria dei milioni di uomini, donne e bambini uccisi dalla follia di una dittatura.
La battaglia di resistenza ucraina non è soltanto una battaglia in difesa di un territorio, è soprattutto una battaglia di un popolo libero contro l’oppressione e il sopruso, è la battaglia in difesa dei valori fondanti della nostra società democratica. Stare dalla parte del popolo ucraino è un dovere per ogni cittadino libero.
